PROBLEM TO BE SOLVED: To obtain a fibrous catalyst which is hardly oxidized and poisoned by SOx contained in a waste gas and efficiently makes organic chlorine compounds harmless at a low temperature. SOLUTION: This fibrous catalyst contains multiple oxide A and 1-40 wt.% metal vanadium or vanadium oxide B based on the amount of the component A as effective components. The multiple oxide A consists of titanium dioxide (a) and 2-40 wt.% zirconium oxide and/or silicon dioxide (b) based on the amount of the component (a). The metal vanadium or vanadium oxide B is the composition of metal tungsten or tungsten oxide B' in a B' to B weight ratio of <=10 and/or the composition of metal molybdenum or molybdenum oxide B'' in a B'' to B weight ratio of <=10.
