PROBLEM TO BE SOLVED: To improve low pressure control over operating pressure and a temperature of a wide area by arranging a secondary bleed orifice on a sleeve in the vicinity of a control port in order to bleed a pressurized fluid to the control port so as to control a low pressure fluid comparatively correctly. SOLUTION: A nozzle housing l9 includes a supply port SP communicated with a first supply orifice 01. A control port CP is communicated with a primary orifice 02 by a fluid passage 71 as part of the nozzle housing 19. The primary orifice 02 discharges a pressurized fluid to each exhaust port EP by passing a valve seat 17a, and regulates fluid pressure of the control port CP. A secondary bleed orifice 03 is arranged in the vicinity of the control port CP at a position between the supply port SP and the control port CP apart from the valve seat 17a and bleeds the pressurized fluid to a control port chamber C1 so as to control a low pressure fluid comparatively correctly as control port pressure comes nearer to zero gauge pressure.
