PROBLEM TO BE SOLVED: To provide a base isolation device capable of improving energy absorbing capacity of an earthquake and free to easily and inexpensively manufacture and construct it by arranging a damping mechanism and an isolator made of a curved member between an upper part structure and a lower part structure. SOLUTION: Both end parts of a plural number of curved members 7 made of an elasto-plastic material constituting an isolator 1 and a damping mechanism 6 are arranged between an upper part structure 2 and a lower part structure 3 and they are fixed on the upper part structure 2 and the lower part structure 3 respectively on the base isolation device. The curved members 7 on which a ratio of head end width of the curved members 7 to end part width is in a range of more than 1 and less than 2, length of its rectilinear part is 10 cm-70 cm and a ratio of length of its curved part to thickness of the relative member is more than 2.5 are arranged in a circumference of the isolator 1 by combining them in a lantern shape in such a way as to draw a circle by using a plural number of them or using a plural number of sets on each one of which two pieces of the curved members 7 are made to face each other linearly symmetrically. Consequently, the curved members 7 absorb earthquake energy by plastic deformation.
