PROBLEM TO BE SOLVED: To convert pressurized fuel into swirling fuel with no loss is pressure, and to inject fuel with excellent atomizing characteristics in a swirling type electromagnetic fuel injection valve. SOLUTION: This fuel injection valve is driven by both a nozzle body including a valve seat 9 and a fuel injection part 8, and an electromagnet, and is provided with the valve element 6 opening/closing a fuel passage with the valve seat 9, and a fuel swirling element 37 at the upstream side of the valve seat 9, and with a fuel passage giving swirling force to fuel. In this case, a fuel passage 49 is formed up along the axis of the outer circumferential surface of the fuel swirling element 37, and fuel is fed to a fuel passage 50 in the radial direction giving swirling force to fuel by means of the fuel passage 49 in the direction laid along the axial line, so that both the fuel passages are thereby connected with each other.
