PROBLEM TO BE SOLVED: To stably manufacture the high quality soil improvement material by accurately controlling a mixture ratio of earth and sand and soil improvement material, when the soil improvement material is added to earth and sand in a treatment tank. SOLUTION: A supplying mechanism part 3 which consists of a earth and sand supplying hopper 10 and a soil improvement material supplying hopper 20 and treatment mechanism part 4 attached a paddle mixer 44 in a treatment tank 40 are provided on a main body frame 2 provided on a lower traveling body 1. The earth and sand and the soil improvement material are mixed and agitated in the treatment tank 40, and are then carried to an exhaust part 5. The paddle mixer 44 is rotatably driven by a hydraulic motor 50. A regulated amount supplying part 22 for constituting the soil improvement-material supplying hopper 20 is provided with a regulated amount supplying feeder 32 having a regulated amount supplying container part 35 rotatably driven by an electric motor. An amount supplied of the earth and sand by the paddle mixer 44 is detected on the basis of a revolving speed of the hydraulic motor 50 to adjust a revolving speed of the electric motor according to the revolving speed of the hydraulic motor 50. Thus, a mixture ratio of the earth and sand and the soil improvement material is kept in a constant level.
