PROBLEM TO BE SOLVED: To improve reliability of the changeover control of an ATM transmission line. SOLUTION: In a downstream side active system ATM transmitter B03, first and second changeover cell insertion parts 13 and 14 are made to send out the (n) pieces of changeover cells. In an upstream side active system ATM transmitter A01, a changeover cell detection part 16 detects the changeover cell inputted through an input changeover part 15. The changeover cell detection part 16 outputs the detection signals of the changeover cell to a changeover cell detection protective circuit 17 and the changeover cell detection protective circuit 17 recognizes a changeover instruction in the case that the (m) pieces (m) is a natural number smaller than (n)) of the changeover cells continue based on the detection signals. The changeover cell detection protective circuit 17 reports that the changeover instruction is recognized to a changeover control part 18 and the changeover control part 18 makes the input changeover part 15 perform changeover from a first incoming transmission line 1a to a second incoming transmission line 7b.
