IMAGE ENCODER AND IMAGE ENCODING SYSTEM

PROBLEM TO BE SOLVED: To provide a highly efficient encoding system by freely setting a GOP(group of picture) structure and switching 'frame structure encoding' and 'field structure encoding'. SOLUTION: A pre-processing part 1 obtains an absolute value difference sum 11 in one field and the absolute value difference sum 12 between two fields by using image signals 102-104 inputted from an image memory 3 and a control part 4 compares the values of both and selects the encoding of the 'field structure encoding' when the absolute value difference 131 in one field is smaller and the 'frame structure encoding' when the absolute value difference sum 132 between the two fields is smaller. The image memory 3 outputs the image signal 151 by a field unit when the 'field structure encoding' is selected and by a frame unit when the 'frame structure encoding' is selected and a video encoding part 2 encodes the image signal 151 in a selected encoding mode.
