PROBLEM TO BE SOLVED: To enhance image quality by reflecting a component of each dither matrix on a gradation value or a threshold value of image data according to a cross-reference where the matrices are laid out stepwise on squares so as to apply multi-value processing to the image data thereby avoiding a dot forming pattern from appearing periodically in a longitudinal direction and in a lateral direction within the image area. SOLUTION: In the case that dots are repetitively formed according to a prescribed pattern, number of generated dots is sometimes formed differently in the arrangement in, e.g. an x direction or in a y direction. For example, in the case that number of the generated dots is generated differently in the arrangement in the x direction, if a deviation is caused at a recording position of the arrangement with many numbers of dots, remarkable banding is caused and the image quality is deteriorated. In order to avoid dots from being repetitively formed according to a prescribed pattern, occurrence of deviation in number of generated dots for each arrangement is avoided. Thus, production of the banding is suppressed and multi-value processing realizing excellent image quality is attained.
