PROBLEM TO BE SOLVED: To improve the quality of data while avoiding the constitution to be complexed in a data converter. SOLUTION: This data converter for converting 1st data into 2nd data is provided with a class determination means 103 for extracting plural sampling data including noticed sampling data from the 1st data and determing a class for the noticed sampling data by finding out the ratio of differences among the respective sampling data. Consequently, data can be classified while effectively using a small number of classes and the quality of data can be improved while evading the complexity of constitution.
