PROBLEM TO BE SOLVED: To decrease a capacity of a prepared memory and to enhance the processing time and the image quality or the like within the prepared memory capacity. SOLUTION: A companding section 107 selects a variable length compression system to compress an output image at a high compression rate in the case of compressing the output image whose size is larger than the size A4, selects a fixed length compression system because rotation of the image should be considered when the size of the output image is smaller than the size A4, and applies no compression to the image when the output image is not compressed and its size is so smaller that it can be stored in a memory 108. An area separation result companding section 103 and an edit information companding section 110 select the variable length compression system in the case of compressing an output image whose size is larger than the size A4 and do not entirely compress the area separation result and edit information when the size of the output image is less than the size A4.
