PROBLEM TO BE SOLVED: To provide a cutoff tape which shows good water cutoff performance for both of sea water and fresh water and which does not cause excessive expansion of a water-absorbing layer even when the layer absorbs fresh water. SOLUTION: This tape consists of a supporting body 1 of woven fabric or nonwoven fabric and a water absorbing layer 2 formed on the surface of the supporting body 1. The water absorbing layer 2 consists of anionic water- absorbing resin particles and water-soluble salts dispersed in a binder. The water-absorbing particles have 20 times or more magnification of water absorption for artificial sea.
