PROBLEM TO BE SOLVED: To enable utilization of power generation or cooling at high temp. and high humidity and enhance the long-term reliability chemically and mechanically. SOLUTION: This element comprises a plurality of regularly arranged p-type columnar thermoelectric semiconductors 10 and n-type columnar thermoelectric semiconductors 11, insulators 20 inserted between the adjacent columnar thermoelectric semiconductors, and an electrode film connecting the ends of the adjacent columnar thermoelectric semiconductors to make the thermoelectric semiconductors continuous. An insulation film 40 mode of a soft-material is provided on the plane forming the electrode film 30 and a heat sink 50 is laid on the insulation film 40. The contacts of the electrode film 30 are wrapped with the insulators 20 and the insulation film 40 so as to avoid corrosion due to moisture.
