PROBLEM TO BE SOLVED: To make it possible to provide only suitable information and to reduce user's operation load by analyzing action history recording the operation information of each user and individually and automatically selecting and providing interesting information in each user. SOLUTION: A judgement engine 4 receives judgement selected by a user 6 from a user's action model 3, records the received judgement, analyzes its pattern, and provides information (contents) required by the user 6 to the user 6. The engine 4 feeds back the information (contents) to the model 3 through a feedback data base 7 and a model constitution unit 2. When contents corresponding to the model 3 are newly provided, the past feedback data base 7 is referred to, and when a similar judgement pattern is generated, the engine 4 supposes that the user executes judgement by the same reference, automatically selects the contents and provides the selected contents to the user 6. Thus suitable information can be provided to the user 6.
