PROBLEM TO BE SOLVED: To reduce a sense of displeasure and to allow the user to easily hear sound by applying A/D conversion to an acoustic signal picked up by a microphone without the use of a signal model and by applying interpolation processing to the converted signal so as to increase the number of sampled signals thereby converting a frequency spectrum and restoring a time length to an original length. SOLUTION: A musical interval conversion rate adjustment means 41 acts so as to output a musical interval conversion coefficient C to an acoustic signal interpolation means 21 and a time length correction means 31. The acoustic signal interpolation means 21 uses a method such as linear interpolation, quadratic curve interpolation or spline interpolation to interpolate a value between sampled signals so as to re-sample signals at a sampling frequency of fs/C (Hz). On the other hand, the time length correction means 31 acts like restoring only a time length of a discrete acoustic signal to an original length without changing a musical interval by using, e.g. the PICOLA method or the like. Since the musical interval of the received acoustic signal is adjusted to a musical interval offering the easiest hearing, articulation of words can remarkably be enhanced.
