PROBLEM TO BE SOLVED: To provide a video image which does not give sense of incongruity, independently of delay of image data caused in a network by applying electronically magnified processing to an image area pointed out by a point-out means. SOLUTION: When a button 601 is clicked in a state of an area selection mode, the mode is switched into a mode where an image photographed by a camera at present is displayed. In this case, the control instruction of a photographing direction of the camera and an angle of view is outputted to a camera server, so that a current video image is displayed within a selective area frame 604. When buttons 605a, 605b, 605c, 605d are clicked respectively, the selective area frame 604 is moved at above, below, weft and right respectively. Furthermore, the buttons 605a, 605b change the size of the selective area frame 604, and when the button 605a is clicked, an instruction for increasing the size of the selective area frame 604 is given, and when the button 605b is clicked, the instruction for decreasing the size of the selective area frame 604 is given.
