摘要 PROBLEM TO BE SOLVED: To enable a control following up variation of characteristics of a plant with its outside environment to be performed by automatically updating a model formed by combining plural weather models. SOLUTION: Optimum models are prepared according to weathers as dynamic characteristic models. Models in respective sectional areas of temperature are prepared for the respective weather models, and an optimum model is generated by a temperature according to the outside temperature obtained by a thermometer 13. Further, changes in weather are monitored by a rain gauge 15 and a sunshine recorder 14 and in case of a change, the weather models are switched. A future controlled variable is predicted 7 from the controlled variable and manipulated variable from some past point of time to the present by using the adopted dynamic characteristic model and a further target is set 9; and an optimum manipulated variable for decreasing the difference between a predicted value of the future controlled variable and the target is calculated 8 and outputted to a controller 2. Thus, the flow rate of steam of a valve 12 in, for example, a plant 3 is operated to control the temperature 11 in a distillation tower 10.
