PROBLEM TO BE SOLVED: To generate image information by picking up images with camera movements while a controller side controls a photographing means. SOLUTION: The image information communication system consists of an image information generator 11 provided with a photographing means that can conduct swing and tilt photographing and of a controller 12 connecting to the image information generator 11 via a line 3. The image information generator 11 is provided with an image information transmission means that transfers image information to the controller 12 via the line 3, the controller 12 is provided with a control instruction transmission means that sends an instruction for picking up images with camera movements to the image information generator 11 via the line 3 to allow the photographing means to pick up image with camera movements and image information is generated by picking up images with camera movements while the controller 12 controls the photographing means.
