PROBLEM TO BE SOLVED: To satisfactorily provide emitted light, even if the end of a phosphor layer overlaps an end of an insulating layer during forming of the phosphor layer. SOLUTION: In this manufacturing method, a wiring layer 2 is formed on an insulating board (glass substrate 1), an insulating layer 3 is formed on this wiring layer 2, a through-hole with depth reaching the wiring layer 2 is drilled in this insulating layer 3, a first layer is formed by coating inside of the through-hole with a first photosensitive paste containing solution composed of indium metal alcoholate and tin metal alcoholate and photosensitizing agent, and a second layer is formed by coating the first layer with a second photosensitive paste containing phosphor and photosensitizing agent, and an anode layer 4a and a phosphor layer 5a are simultaneously formed by exposing and developing the first layer and the second layer at the same time.
