PROBLEM TO BE SOLVED: To appropriately maintain matrix structure and to reduce manufacturing costs by applying a light-emitting layer to an adhesive film that is made of a substance being sensitive to ultraviolet rays and then forming matrix structure in the light-emitting layer so that it reaches the adhesive film by grinding cutting or a laser. SOLUTION: A light-emitting layer 1 is composed as a small scintillator piece, doped with an active substance that is made of rare earth elements, and made of the oxide of the rare earth elements with, for example, yttrium oxide or gadolinium oxide, that emits light by europium oxide, neodium oxide, or the like. An adhesive film 5 that is made of a substance being sensitive to ultraviolet rays or the like is applied to the light-emitting layer 1 and small- piece matrix structure is formed by machining cutting or laser beams at a next process. A straight groove 6 is formed at the light-emitting layer 1 and a groove 7 is formed vertical to it. The grooves 6 and 7 are at a depth where they reach but do not penetrate the adhesive film 5.
