PROBLEM TO BE SOLVED: To add a bypass capacitor for easily and securely preventing the occurrence of radiation noise owing to the violence of an EMC design condition. SOLUTION: IC to which a bypass capacitor is to be added is retrieved in an objective IC retrieval part 32 in an arrangement processing part 30 based on a bypass capacitor addition condition inputted through an input/output part 10. A bypass capacitor automatic addition part 33 adds the bypass capacitor to IC retrieved by the objective IC retrieval part 32 based on the bypass capacitor addition condition inputted through the input/output part 10. The bypass capacitor is automatically added only by inputting the condition without a manual operation.
