PROBLEM TO BE SOLVED: To perform transmission while preventing congestion in a network from occurring. SOLUTION: By encoding/compression using frequency area encoding algorithm encoded image information 11 is generated. Then, a DC coefficient, a motion vector and header data required for performing decoding are stored in a base file 12 and an AC coefficient is divided into specified groups and stored in separated delta files 15. During the transmission, the base file 12 decodable only by itself though it is the image quality of a low level is surely transmitted. Then, depending on a network state, in order to provide the image of better quality, the possible number of the delta files 15 provided with the AC coefficient are dynamically multiplexed (13) with the base file 12.
