PROBLEM TO BE SOLVED: To suppress the occurrence of leakage of the low resistance part of a photoreceptor surface and to improve the uniformity of electrostatic charge by suppressing the fluctuation in the resistance value of an electrostatic charging member by the environment and impression voltage. SOLUTION: This electrostatic charging member has a conductive core material, a conductive elastic body layer which is formed on the surface of this conductive core material and adjusts the elasticity of the electrostatic charging material surface and a resistance adjustment layer which is a resistance adjustment layer formed on the conductive elastic body layer surface for adjusting the resistance between the conductive core material and the electrostatic charging member surface and has a single-layer structure composed of conductive fillers of a pH <=4.0 to develop electrical conductivity by the electron conduction with the resin for forming the resistance adjustment layer.
