PROBLEM TO BE SOLVED: To suppress the performance deterioration of a secondary battery by terminating refreshing discharge and starting charging operations when the discharge voltage of the battery is higher than a preset specified value or continuing the refreshing discharge when the discharge voltage is lower than the specified value. SOLUTION: When a secondary battery 54 is in a nearly fully-charged state, no memory effect occurs even when charging operations are started without completing refreshing discharge. When it is discriminated that the terminal voltage of the battery 54 is sufficiently high and the remaining capacity of the battery 54 is in a nearly fully-charged state when a preset period of time tset (of, for example, 3 minutes, etc., which is sufficiently long to accurately confirm the capacity of the battery, but is too short to give an influence to the whole charging time) has elapsed after the refreshing discharge is started, the refreshing discharge is interrupted without allowing the battery 54 to discharge to its lower-limit voltage Vmin, and the charging operations are started. Since the refreshing discharge is not completed, the performance deterioration of the battery 54 can be avoided and, in addition, no memory effect occurs.
