PROBLEM TO BE SOLVED: To make it possible to improve the life of a rotating roller for fixing by consisting a release agent leveling-off means of a lower layer of an elastic material and a surface layer consisting of at least a porous polytetrafluoroethylene(PTFE) film. SOLUTION: The release agent leveling-off roller 100 has the elastic material layer 101 consisting of a silicone rubber foam or heat resistant felt, etc., and the porous PTFE film 102 on its surface. The release agent leveling-off roller 100 is disposed between a hollow pipe 53b and a release agent regulating blade 53d. The lower layer of the release agnet leveling-off roller 100 consists of an elastic material and, therefore, the nip of a prescribed width may be formed by pressing the roller to a fixing roller 51 under prescribed pressure. As a result, the release agent dropped to the fixing roller 51 from the hollow pipe 53b is evenly leveled off at the time of passing the nip and the dropping traces of the release agent are not generated. Since the roller has the porous PTFE film 102 on the surface layer, the generation of oil stripes by the dislodgment of fibers from the release agent leveling-off member is prevented.
