Processings are done according to the state of the user accessed. When the device of the invention is used in a communication apparatus, the states of users are accumulated. A processing policy in which processings for a request made by a user for communication with another user are set according to the states of the user who has made the request and the user of whom the request has been made and to the contents of the request is prepared for each user. When a request is made, the processings for the request are determined according to the policy of the user of whom the request is made. When the device is used in an information providing apparatus, the states of users relating to information are accumulated for each group of information. A processing policy in which processings for a request for information are set according to the states of the user requesting the information and the other users relating to the information and to the requested information is prepared for each group of information. When a request for any group of information is made, the processings for the request are determined according to the processing policy of the requested information.
