摘要 <p>PROBLEM TO BE SOLVED: To simplify retrieval of a video image or the like through the employment of sequential decoding according to resolution of a video image and of a database with a large capacity by using a characteristic between interface scanning line pixels in a shape of three levels to be coded or between pixels of two levels so as to reduce number of pixels required to code shape information of each level so as to attain efficient coding. SOLUTION: This device is composed of luminance, chromaticity shape scalable coders 103, 107, luminance, chromaticity texture wavelet coders 104, 108, and a shape/texture padding section 106 to process a received video image 101. The coders 103, 104 encode luminance shape and texture information sequentially, and the coder 107 applies scalable coding to the texture information that is padding-processed by the padding section 106. The coder 108 converts the texture information by using the shape information with respect to the chromaticity component and a multiplexer 109 multiplexes outputs of the coders above and provides an output of a bit stream 110. Thus, a desired part of the video image is decoded at a high speed with a small quantity of calculation.</p>
