PURPOSE: A function for directly contacting with a special net interlocking system is provided, according to an internet service provider or an internet user, if a handoff is generated when a mobile internet protocol service is registered in a packet data service of a radio data service. CONSTITUTION: A radio packet data terminal comprises: simple internet protocol (SiP) option,mobile internet protocol (MiP) option, and unique internet protocol (UiP) option. The terminal has a terminal of the simple internet protocol(SiP) option, used when the terminal does not have a specially fixed internet protocol address, a terminal of the mobile internet protocol(MiP) option, used when the terminal utilizes the internet protocol address of a temporarily fixed internet between a mobile terminal and a data terminal, the unique internet protocol(UiP) option, used when the mobile terminal connects to a mobile station identifier or an international mobile station identifier(IMSI) and is registered, and when the terminal is contacted to a mobile switching center(MSC) according to the mobile terminal and the internet address is permanently allowed to the mobile terminal.
