PURPOSE: A device is provided to prevent the situation unable to start a vehicle again due to the discharge of the vehicle battery when a vehicle user gets off the vehicle without turning off the power of the vehicle by mistake. CONSTITUTION: A device can measure the charge state unable to start a vehicle due to the discharge of the vehicle battery by the voltage or the strength of the current. When a vehicle user gets off the vehicle without turning off the lamp or the power of the vehicle by mistake, the device continuously examine the voltage or the current of the vehicle battery after the turning off the starting to prevent the discharge of the battery under the chargeable state able to repeatedly start the vehicle. Thereby, the discharge due to the mistake of the user can be prevented.
