PROBLEM TO BE SOLVED: To decide a distribution of an operating amount based on a predicted result by predicting a distribution of a physical amount exhibiting a burning state in a waste incinerating furnace by a numerical analysis. SOLUTION: The method for controlling comprises the steps of sequentially calculating by using a simulation model to estimate a pattern of a present amount of a waste incinerating plant, comparing the estimated pattern of the present amount with a previously calculated pattern of an optimums state amount, and regulating an operating amount so that the pattern of the estimated amount becomes the pattern of the optimum amount. Thus, even if a waste substance to be dumped in an incinerating furnace is changed, the optimum combustion pattern can be maintained, and an exhaust amount of a harmful substance such as carbon monoxide nitrogen oxide, dioxin or the like can be suppressed.
