This flange 26 is provided capably of being engaged with the side panel of a container receiving a wound coil, Such payout tube 20 is favorably formed so that the inner diameter of the inlet hole 24 is 2.5 inches, the inner diameter of the outlet hole 25 is 3.0 inches, the thickness of the main body 22 is 0.25 inches, and the width of the flange 26 is 5.75 inches.
