PROBLEM TO BE SOLVED: To fill a foot protection unit with soil and sand containing a large quantity of fine particles capable of being procured on a field, to prevent the outflow of fine particles without breaking and to provide the foot protection unit more effectively at a low cost. SOLUTION: The foot protection unit 1 filled with at least one kind of filler 7 selected from soil and sand, gravel and crushed stones is laid into a frame body with a plurality of opening sections 3 through a high-strength plastic net 5 and a fiber sheet 6 for civil engineering. The fiber sheet 6 for civil engineering is difficult to be broken even when the fiber sheet 6 is stretched and there is no possibility that the fine particles of the filler 7 are flowed out from the meshes of the high-strength plastic net 5 by superposing the high-strength plastic net 5 and the fiber sheet 6 for civil engineering in at least two layers, and the merits of both plastic net and fiber sheet are combined.
