PROBLEM TO BE SOLVED: To permit coal to be stably stored, while natural oxidation and coal dust dispersion are inhibited, by spraying two kinds of specific components simultaneously or alternately to the stored coal or the coal as it is heaped up. SOLUTION: The coal, as it is heaped up, or the stored coal is sprayed with an agent A containing a surfactant and a moisturizing agent and an agent B containing a polymer emulsion, simultaneously or alternately. As the agent A, is preferably used an aqueous solution that contains 100 pts.wt. of a polyoxyethylene nonionic surfactant, 3-30 pts.wt. of a sulfonate type or carboxylate type anionic surfactant and 10-100 pts.wt. of a di- to pentahydric polyol moisturizing agent having a molecular weight of <= about 500. The agent B is preferably an aqueous solution of a polymer emulsion having a glass transition point of -30 to 30 deg.C. An ethylene/vinyl acetate copolymer emulsion or the like is preferred as the polymer emulsion.
