PROBLEM TO BE SOLVED: To obtain an absolutely new epoxy resin soluble in water by reacting or polymerizing an epoxy compound with a specific amine compound. SOLUTION: The objective epoxy resin is composed of a reaction or polymerization product of (A) an epoxy compound (e.g. bisphenol A epoxy resin) with (B) an amine compound of the formula: NH2N(R1) (R2) (R1 and R2 are each a 1-6C alkyl or bonded together to form a 2-11C alkylene or the like) (e.g. 1-aminopyrrolidine). The objective aqueous solution of the resin can be produced by mixing the component A or its organic solvent solution with the component B or its aqueous solution to effect the reaction or polymerization of the component A with B, adding water to the obtained epoxy resin solution, heating the mixture and removing the organic solvent and the unreacted component B by distillation. The organic solvent is preferably a mixture of toluene, etc., and an alcohol. The equivalent ratio (epoxy/amine) of the component A to the component B used in the above process is preferably 1-1.8.
