PROBLEM TO BE SOLVED: To provide backfilling material by reusing excavated earth effectively and to enable backfilling work in a short time. SOLUTION: Excavated earth is sifted and classified to obtain raw mud having a predetermined volume or less. The raw earth is supplied by a predetermined amount and an appropriate amount of water is fed to the raw earth from a feed water tank 4. A first mixer 3 for agitating them is placed and the mud slurry agitated by the first mixer for a predetermined time is conveyed to the desired site. The mud and a solidifying agent in an amount corresponding to the amount of the mud are put in the second mixer 6 in the desired site to obtain a backfilling material. The backfilling material is poured into an excavation from the discharge opening of the second mixer. Therefore, the backfilling material can be directly manufactured at a construction site to reduce noise pollution produced near houses or during the night. Further, since the solidifying agent having a quick-solidifying property is usable, a road surface can be restored rapidly.
