PROBLEM TO BE SOLVED: To easily and rapidly insert plural fiber blocks into a mold with sure positioning, accurately mold a shape with a penetrating hole with good precision, and improve durability by improving strength of peripheral edge of the penetrating hole. SOLUTION: Fiber blocks 2a-2c are formed of regular PET fibers and low- melting-point PET fibers. Plural protruding part 17 corresponding to the shape of plural penetrating holes which are formed in a fiber cushion body 1 are formed in the lower mold 12 of a mold 11. Holes 21a-21c of smaller diameter than that of the protruding parts 17 of the mold are formed in the plural fiber blocks 2a-2c. The holes 21a-21c of the plural fiber blocks 2a-2c are press to fit to the protruding parts 17 of the lower mold 12. The peripheral edge of the plural penetrating holes formed on the fiber cushion body is formed with increased density.
