PROBLEM TO BE SOLVED: To make it possible to mechanically treat sludge or get rid of weeds at a low cost by a civil engineering machine mainly used on land without flowing out sludge, except for a district of dredging work. SOLUTION: The circumference of a movable frame 4 (such as a cage without the bottom) is covered with a flexible covering cloth 1, and a skirt section 2 (having a weight on the lowest end of the skirt section) of the flexible covering cloth 1 longer than the depth of the frame is provided to the lower end to constitute a sludge outflow preventing frame. Dredging work is carried out within range of the sludge outflow preventing frame to prevent the outflow of sludge, etc., flying high during the dredging work. The skirt section 2 is provided to prevent the outflow of sludge, etc., on the bottom. The sludge outflow preventing frame is hung up with crane, etc., to move and set, and the dredging work can be mechanically carried out one after another.
