PROBLEM TO BE SOLVED: To avoid a sag of a wire rod ring when it is delivered and to maintain a compact shape by receiving the wire rod ring together with a protective pan from a main transporting track and rotating it 180 degrees, lifting the protective pan, carrying away the wire rod ring aside in the direction of a succeeding device, rotating the protective pan again and delivering it to a return transporting track. SOLUTION: A turning pedestal 16 is turned by 180 degrees to a discharging position, and a working surface of a ring transporting element 27 is positioned in the same height as a working surface of a transporting element 7a. A protective pan 14 is lifted together with a pan supporting and transporting element 32, and a wire rod ring is released and carried away to a combining station. The turning pedestal 16 is returned to an operational position by 180 degrees and turned, and a working surface of the transporting element 32 is positioned in the same height as a working surface of a return transporting track 12. The protective pan 14 is freed for the purpose of return transportation to a winding device. The working surface of the transporting element 32 is lifted up to a height of a working surface of a main transporting track 11, and the next protective pan 14 is charged.
