PROBLEM TO BE SOLVED: To obtain a cushioning body suitable as a shock-absorbing material, a heat-insulating and noise-insulating material, and a covering material of a container by using a vegetable fiber as a main raw material, stirring and mixing the vegetable fiber with a polyolefin-based thermoplastic resin-based binder to provide a cotton-like composite, and heating and gathering the obtained cotton-like composite. SOLUTION: A vegetable fiber preferably comprising an opened product of a waste paper as an essential raw material is stirred and mixed with a binder consisting essentially of a polyolefin-based thermoplastic resin having an ethylene component and >=50 deg.C softening point to provide a cotton-like composite, and heating and gathering the obtained cotton-like composite to provide the objective cushioning body.
