PROBLEM TO BE SOLVED: To ensure lightness and a simple operation by lifting a scratching plate with a wire, mounting the device to the scratching plate, engaging the device with a horizontal shaft extending in the belt width direction, and liftably supporting the scratching plate on a frame. SOLUTION: When intermediate discharge of a belt conveyer 1 is not performed, an intermediate point 9 of a V-shaped scratching plate 4 is lifted up by a lifting wire 11 of a lifting device 10 and takes a bearing 7 as a shaft center to separates upward from a load surface 3 of the swing belt conveyer 1, in order not to make contact with a transported bulk cargo. Journalling of the V-shaped scratching plate 4 via an arm 5 is required, and by enlarging one or both of length of the arm 5 and winding height of the lifting wire 11, interval for which the V-shaped scratching plate 4 does not make contact with the bulk cargo is ensured. When the intermediate discharge is performed, the V-shaped scratching plate 4 is lifted down by the lifting wire 11 of the lifting device 10, the bulk cargo transported adhering to the load surface 3 due to the own weight of the V-shaped scratching plate 4 is taken and can be guided to the both sides for discharge.
