PROBLEM TO BE SOLVED: To reduce the pressure loss of water or oil to eliminate the need for periodic cleaning of the inside of a purification and activation apparatus, and to eliminate the restriction of a device-installation direction and of a water or oil-flow direction. SOLUTION: A purification and activation apparatus is provided with a cylindrical container 1 having inlet/outlet ports 3a on its both ends and a single or multiple spiral body 5 installed in the cylindrical container 1. The spiral body comprises a fixed shaft 15 fixed at an axial center in the cylindrical container 1 and a spiral plate 6 externally fitted to the fixed shaft 15 so as to inscribe the outer edge part to the cylindrical container 1, and its surface layer part is wholly or partly formed with a resin mixed with a ceramic powder or a ceramic material so that the ceramic powder or the ceramic material purifies and activates the water or oil flowing into the cylindrical container 1. For instance the spiral plate 6 consists of a shaft part 7 externally fitted to the fixed shaft 15 and a plate part 8 spirally integrally protruded on the outer peripheral part of the shaft part 7, and it is formed so as to be disassembled and assembled in the shaft direction. All or a part of the inner surface of the cylindrical container 1 is preferably formed with the resin mixed with the ceramic powder or the ceramic material. A part of the fixed shaft is formed of a permanent magnet.
