PROBLEM TO BE SOLVED: To provide a method for promoting the stabilization of steel rust by which the stabilized rust hardly forming the floating or flowing rust of red rust, yellow rust, etc., after the rust is stabilized, is effectively formed in an early stage. SOLUTION: A soln. contg. >=1.0 mass % titanium ion or titanate ion is applied on the surface of steel material or on the rust layer of the steel material to enhance the corrosion resistance of a rust layer or of the already formed rust layer. Besides, a soln. contg. 1.0 to 50.0 mass % titanium sulfate is preferably used.
