PROBLEM TO BE SOLVED: To decrease the amount of a material to be used to form a central electrode remarkably and to reduce the costs of a whole apparatus while required treatment performance is being secured by forming the central electrode by winding a linear or belt-shaped electrode forming material spirally on the peripheral surface of a core body. SOLUTION: A central electrode 4 is formed by winding a linear electrode forming material spirally at a constant pitch on the peripheral surface of a circular column-shaped core body 3. A clearance 31 is formed between winding stripes 4a. When the size in the axial direction of the clearance 31 is made to be L2, and the distance between the electrode 4 and the ion exchange membrane 6 (anion exchange membrane 7) of the innermost layer is made to be L1, they are set to meet L2<=L1. In the electrode forming material, titanium is coated with platinum in order to improve the corrosion resistance of the electrode 4 to be an anode. In this way, in comparison with a case in which the whole peripheral surface of the core body 3 is formed in the electrode 4, the amount of a material to be used can be reduced remarkably, and the central electrode 4 can be formed easily.
