SOLUTION: Temperature detecting means 12 are arranged at the internal part or the inner wall or the outer wall of a processing tank approximately at the same height as that of the feed port of the processing tank 1 and at the internal part, or the inner wall or the outer wall of the processing tank in the vicinity of the feed port. A lower water filling pipe 13 having a flow rate control valve 14 is arranged in the vicinity of the temperature detecting means 12. Temperature at the internal part or at the inner wall or the outer wall of the processing tank is detected by the temperature detecting means 12, and a control means is provided to regulate a flow rate of the lower water filling pipe 13 based on temperature detected by the temperature detecting means.
