PROBLEM TO BE SOLVED: To obtain a raw material paper for a decorative plate excellent in printing adoptability and interlaminar peeling strength by impregnating a thermoplastic resin emulsion into a raw paper made by a paper making process and incorporated with a specific amount of titanium dioxide and then performing a calendaring treatment. SOLUTION: This raw paper for a decorative plate is obtained by impregnating an emulsion of a thermoplastic resin such as an acrylate, etc., to a raw paper made by a paper making process and incorporated with 5-10 wt.% titanium dioxide, and then performing a smoothing treatment with a calendaring machine to form a raw material paper for a smoothed decorative plate having 0.7-0.8 g/cm3 density.
