PROBLEM TO BE SOLVED: To provide a device for heating and processing tea leaves, reducing a smoking and capable of producing high quality tea leaves excellent in its color, aroma and taste alike, and a method thereof. SOLUTION: This device for heating and processing tea leaves is provided by collecting air of an elevated temperature at the inside and outside of a rotary drum 2 by heating with a heating means 3 installed as facing each other at the lower side of the rotary drum 2 at the air collecting part 16 in a outer casing body 6 of the rotary drum 2, sending out the heated air to an air blowing means 7 arranged in the rotary drum 2 by a driving means 8, sending it by a compression with the air blowing means 7 to a blowing out base tube 18 mounted at the blowing out side of the driving means 8 and facing to the inside of the rotary drum 2, and sending out the heated air in the vicinity of the layer of piled tea leaves being transferred toward the product taking out port 5 along the inside wall of the rotary drum from blowing holes 21 installed at the tip part of multiply and intermittently branched blowing tubes of the base blowing tube 18 for directly blowing the hot air against the raw tea leaves.
