PROBLEM TO BE SOLVED: To adaptively compress and transmit an image signal in a state suitable for restoration by dividing an image signal of one screen into specific blocks and encoding image signals of the respective blocks, block by block, in a variable length. SOLUTION: From a synchronizing signal generating circuit 7, a horizontal synchronizing signal synchronized with the input timing of an input video signal of one line is inputted to a switch 2 and a pixel synchronizing signal synchronized with the input timing of an input video signal of one pixel is inputted to a switch 9. The digital video signal is divided into 4×4 pixel groups through the operation of the switches 2 and 9 and a 1st memory 11, a 2nd memory 10, and a 3rd memory 8 are stored with signals generated by encoding differences of pixels from a basic pixel in a variable length. A mode setting circuit 4 generates a mode information signal which assigns transmission mode to the groups so that transmission is performed in E mode when a block distortion value is larger than a set block distortion threshold value and in C mode when smaller. |
