PROBLEM TO BE SOLVED: To surely collect compressed air used for conveyance and injection of ground improvent agent. SOLUTION: A fin shaft 8 is concentrically provided on the circumference of a stirring shaft 3 through rotational bearings 9, and the fin shaft 8 is rotated at a speed separately set by a driving device 12 making a motor 10 different from the stirring shaft 3 as a driving source. By the constitution, a void for collecting compressed air getting through affairs on the ground is formed on the circumference of the fin shaft.
