PROBLEM TO BE SOLVED: To improve a construction method, in which a prefabricated wall type pier, in which a vertical main reinforcement in a building frame is arranged in a down-stepped manner, is reinforced to resist earthquake with a carbon-fiber sheet. SOLUTION: Carbon-fiber sheets are superposed and stuck on approximately the whole outer circumference of a building frame 1 in both vertical and horizontal directions, the outsides of the sheets are covered with a cylindrical steel plate 6 at an opening 5 while the opening 5 is filled with mortar, and PC steel materials 7 installed to the base section of the building frame 1 as being penetrated in the bridge axial direction are tensed and both ends of the PC steel materials 7 are fixed onto the steel plate 6. The steel plate 6 functions as the tensile and fixing material of the PC steel materials 7 and the covering and protective material and horizontal constraint material of carbon-fiber sheet layers 4, the durability of the building frame 1 is increased, and the ductility of the building frame 1 is improved.
