PROBLEM TO BE SOLVED: To produce a cooling solution that can retain comfortably cool feeling, pleasant stimulation and cool and refresh feeling for hours, in the case of devotion to one thing, mental concentration, outdoor working or sport with relatively long storability, and a textile fabric and a headband towel that can give refresh and cool feelings. SOLUTION: A perfume containing menthol and peppermint, a cooling agent, alcohols, activators and paraben are diluted with purified water to prepare the objective cooling solution. Then, textile fabrics is impregnated, coated or sprayed with the resultant cooling solution. In another case, a headband is equipped with a fabric receiver 4 on the back face of the main body 2 and a fabric piece treated with the cooling solution is fitted in the receiver 4.
