PROBLEM TO BE SOLVED: To provide a method for decreasing eluviation of heavy metals, especially lead, As and Cd in solid waste substance contaminated by heavy metals and can be classified as nonhazardous substances in the case where tested in a natural or simulated water eluviating condition. SOLUTION: A method is provided for manufacture of nonhazardous reduced heavy metals to be eluviated from solid waste substance or material containing the heavy metals when tested in a water eluviation test including that the solid waste substance or material is brought in contact with a phosphate having arsenic and/or cadmium existing therein and derived naturally, and a precipitant of arsenic and/or cadmium under conditions wherein heavy metals and arsenic and/or cadmium which exist in the phosphate, when the water eluviation test is carried out for the waste substance or material, are precipitated as a product more difficult to be dissolved than heavy metals, arsenic and/or cadmium which originally exist in the waste substance and the phosphate.
